"P. Pursuant to the provisions of §§ 24.2-643 and 24.2-411.1, Code of Virginia, the Department of Motor Vehicles is directed to provide, at no cost to the citizen, a photo identification card acceptable for use only for voting purposes.  The form of such card shall be identical to those provided through the Virginia Department of Elections."



Explanation

(This amendment seeks to provide a secondary, back-up funding source to backfill any revenues lost to DMV by the issuance of photo voter identification cards pursuant to the existing provisions of § 24.2-411.1, which requires the free provisions of a photo identification for voting-only purposes. The primary source of funding for any costs associated with additional DMV activity would be generated by revenues collected from those purchasing "I Have A Dream" license plates. The requested general fund support is in the second year only because the use of general funds would be limited to backfilling any costs DMV experiences that are not covered by license plates or other sources. DMV's initial estimates are that this would result in $165,000 of up-front costs and require a six month implementation period.)
