"KK.  Out of this appropriation, $1.1 million each year from the general fund shall be provided for a pilot program to better transition jail inmates with serious mental illness to the community. The Department of Behavioral Health and Developmental Services shall implement the  pilot program in cooperation with the Hampton Roads Regional Jail and one other local or regional jail located in a jurisdiction in which there is limited involvement by the Community Services Board to provide services to the jail. The pilot program will be designed to (i) provide up to five hours of PACT/ICT services to an inmate with serious mental illness for two weeks prior to release in order to ensure continuity of care upon release and successful community reentry with the goals of improving care and reducing recidivism, (ii) provide for seamless enrollment for Medicaid-eligible individuals upon release.  The department shall make and interim report on the pilot program by December 1, 2019 and a final report on December 1, 2020 to the chairmen of the House Appropriations and Senate Finance Committees."



Explanation

(This amendment adds $1.1 million each year from the general fund for a pilot program to successfully transition jail inmates with serious mental illness by improving the continuity of care. The pilot program will be implemented at the Hampton Roads Regional jail and at one additional local or regional jail located in a jurisdiction in which there is limited involvement by the Community Services Board to provide services to the jail. Funding is estimated to serve 1,500 jail inmates with serious mental illness. Language requires the Department of Behavioral Health and Developmental Services to report on the progress of the pilot program and make a final report on the program by December 1 of each year in the 2018-20 biennium.)
