Page 278, after line 4, insert:

"PPP.  The Department of Medical Assistance Services shall conduct a pilot program in either the appropriate fee-for-service population or managed care population that utilizes a direct per member per diem reimbursement model to increase the participation of primary care physicians in the Medicaid program and utilizes an intelligent technical platform that directly connects patients with physicians. The department, or it's managed care contractor, shall, as part of the pilot program, track quantifiable improvement in the use of primary health care services, reductions, if any, in the number of hospital visits or hospital stays, and the reduction, if any, in the costs associated with the management of chronic condition.  The department shall report in the results of the pilot program to the Chairmen of the House Appropriations and Senate Finance Committees by September 1, 2019."



Explanation

(This amendment directs the Department of Medical Assistance Services, in an effort to enhance the quality and access to primary care services for the Medicaid population while reducing the overall cost of the Medicaid program, to conduct a pilot program that utilizes a direct per member per diem reimbursement model to increase the participation of primary care physicians in the Medicaid program and utilizes an intelligent technical platform that directly connects patients with physicians. The pilot program shall track quantifiable improvement in the use of primary health care services, reductions, if any, in the number of hospital visits or hospital stays, and the reduction, if any, in the costs associated with the management of chronic conditions.)
