"7.a. The Department of Medical Assistance Services shall have the authority to amend the State Plan for Medical Assistance Services to implement a supplemental payment for acute care hospitals that provide obstetrical services to a rural and federally designated medically underserved area, resulting in fewer than 500 births per year and are located more than 60 miles from the next closest Virginia hospital providing obstetrical services effective July 1, 2018 and that serve a disproportionate share of Medicaid obstetrical patients. The total supplemental Medicaid payment shall be based on the Upper Payment Limit approved by the Centers for Medicare and Medicaid Services and all other Medicaid payments. The department shall have the authority to implement the reimbursement change effective July 1, 2018, and prior to the completion of any regulatory process undertaken in order to effect such changes.

b. Out of this appropriation $2,500,000 the first year and $2,500,000 the second year from the general fund shall be provided for the general fund share of supplemental payments for hospitals meeting the criteria set forth in 7.a."



Explanation

(This amendment adds language to provide the authority for the Department of Medical Assistance Services to provide supplemental payments to rural hospitals that provide obstetrical services in medically underserved areas and which are located more than 60 miles from the next hospital with obstetrical services and have fewer than 500 births per year. The amendment also adds $2.5 million each year from the general fund to match the federal Medicaid funds available through the supplemental payment. This amendment would affect Medicaid reimbursement for one rural hospital located on the Eastern Shore of Virginia.)
