Page 278, after line 3, insert:

"PPP.a. For purposes of Medicaid reimbursement, the Department of Medical Assistance Services shall create a Comprehensive Health System designation.  Eligible health systems must meet each of the following criteria:

(i) majority ownership of a Medicaid health plan covering multiple Medicaid populations, and (ii) majority ownership of a tertiary hospital licensed and located in the Commonwealth that includes a Level 1 Trauma Center and an affiliation with a medical school located in the Commonwealth.  

b. A Comprehensive Health System shall be eligible to use all permissible approaches using nongeneral funds under federal law and regulation to optimize federal matching funds. Nothing herein shall be interpreted to authorize or require expenditure of general funds other than as provided by law."



Explanation

(This amendment adds language creating a category of health care provider for the purposes of Medicaid reimbursement. Criteria are set forth for designation as a Comprehensive Health System. An eligible system would be able to use federally permissible approaches to optimize the use of federal Medicaid funding which would be matched by the health system in lieu of state general fund dollars. It does not authorize the expenditure of state general fund dollars to optimize federal Medicaid matching funds.)
