Page 466, after line 11, insert:

B. Notwithstanding § 17.1-284, for any Clerk of the Circuit Court whose office provides passport services, all fees collected and retained that are directly related to those services shall be exempt from the calculation of excess fees paid into the state treasury. All fee revenue retained by a Circuit Court Clerk's office directly related to providing passport services shall be used solely toward the continued provision of passport services."
