"B. Out of this appropriation, $100,000 the first year from the general fund shall be used for the Virginia Department of Health (VDH) to review health risks from the land application of biosolids and industrial residuals. Of this amount, $50,000 the first year shall be used to design and conduct a pilot epidemiological study of the human health effects of land application of biosolids, and $50,000 shall be used to perform sample testing of Class B biosolids that are lang applied in Virginia to determine their pathogen content.  The VDH shall also review the most current research literature to determine whether current regulatory setbacks for protecting human health are sufficient and if risk is elevated near sites that receive frequent applications.  The VDH shall be assisted by the Virginia Department of Environmental Quality and may contract with third parties, such as researchers at Virginia institutions of higher education, as needed.  The VDH shall submit its findings, recommendation for amending land application, regulations and a proposed design for a full-scale epidemiological study, if needed to the House Appropriation and Agriculture, Chesapeake and Natural Resources Committees; the Senate Finance and Agriculture, Conservation and Natural Resources Committees; the State Water Control Board; and the director of the Department of Environmental Quality no later than July 1, 2019."

(This amendment adds $100,000 the first year from the general fund and language directing the Virginia Department of Health to review health risks from the land application of biosolids and industrial residuals. This is a recommendation from a 2016 JLARC report, Land Application of Biosolids and Industrial Residuals.)
