Explanation
(This amendment provides $23.3 million the first year and $23.4 million the second year from the general fund to support a like amount of At-Risk Add-On being transferred from the Lottery-funded account. The freed-up Lottery revenues will be allocated to fund the increase in the per pupil amount from $6,000 to $7,972 used in the Virginia Preschool Initiative.)
