Explanation
(This amendment reduces $1.0 million GF and $1.0 million NGF from federal Medicaid matching funds the second year to reflect the transition of veterans on Medicaid to more comprehensive federal health care benefits. The introduced budget includes funding for three full-time equivalents within the Department of Medical Assistance Services and two staff at the Department of Veterans Services to screen Medicaid recipients for their veterans status and inform them of the likelihood of receiving more comprehensive and generous benefits if they transition to other federal health and long-term care programs outside of Medicaid. Successful implementation of this program in other states has generated significant general fund savings. This amendment estimates the Commonwealth can achieve modest savings in FY 2014 from this new initiative.)
