Explanation(This amendment provides $20 million the second year from nongeneral funds for the Medicaid Electronic Health Records (EHR) incentive program. This amendment provides the necessary appropriation to begin making payments in the second year. The program provides 100 percent federal funding through incentive payments to eligible professionals and hospitals to assist in adopting EHR technology. Eligible providers may receive incentive payments for up to six years. The Department of Medical Assistance Services will administer the program and the first payments are expected in fiscal year 2012. Over the six year period, an estimated $250 million in federal funds is available for Virginia providers to adopt EHR technology.)
