Explanation
(This amendment increases the general fund revenue by $2.1 million in the second year resulting from the additional circuit court clerks' excess fees retained by the Commonwealth. Under the proposed budget bill, the Commonwealth would retain two-thirds of the excess fees collected by the circuit court clerks instead of one-third. As a result of this increase in the state's retention, the state's share of the cost of fringe benefits for circuit court clerks will increase. The amount of additional revenue from excess fees included in the introduced budget was net of this increased fringe benefit cost. It should have been the total amount which this amendment accomplishes. A companion amendment to Item 74 for the Compensation Board provides an equal amount in appropriation to cover the additional fringe benefit costs.)
