Explanation
(This amendment restores $1,378,666 from the general fund the second year to continue operating the Adolescent Unit at Southwestern Virginia Mental Health Institute. The introduced budget proposed the closure of this facility by June 30, 2009. A separate amendment to Item 316 requires that the Commissioner develop a plan to understand the needs of the individuals served at these facilities, the capacity of the community to serve them, and the appropriate role of the state in providing treatment services to this population. A companion amendment in Item 322 modifies language allocating funding back to the facility. It is the intent of the General Assembly that the restoration of this funding shall be properly accounted for in calculating the revised amount of savings from executive management actions contained in § 4-1.08 during the enrollment of House Bill 1600/Senate Bill 850, as adopted by the 2009 General Assembly.)
