"Appropriation reductions in this item are guided by, but not mandated in, the items listed in § 4-1.08 of this act.  The Southwest Virginia Higher Education Center may initiate other reduction strategies other than those listed in § 4-1.08 with the approval of the Governor and after having reported such changes to the Chairmen of the House Appropriations and Senate Finance Committees."

Explanation
(This amendment restores a portion of the budget reductions to the Southwest Virginia Higher Education Center. The language provides that the remaining reductions are guided by the list of reduction strategies in § 4-1.08 with flexibility to initiate different reduction strategies as necessary. This restoration equalizes the reductions for this institution with other higher education centers. It is the intent of the General Assembly that the restoration of this funding shall be properly accounted for in calculating the revised amount of savings from executing management savings in Items 252.05 and § 4-1.08 during enrollment of House Bill 1600, as adopted by the 2009 General Assembly.)
