Page 365, line 9, after the period, insert:
"The Commissioner shall contract for secure inpatient psychiatric services for children and adolescents through competitive contracts.  The request for proposal to procure these services shall specify the types of children and adolescents to be served and the services that are being sought."

Explanation
(This language amendment requires the Commissioner to issue a request for proposals to contract for inpatient psychiatric services to serve children and adolescents in the community as a result of the downsizing of services at the Commonwealth Center for Children and Adolescents and Southwestern Virginia Mental Health Institute. The introduced budget includes $2.1 million GF the second year for these services.)
