"However, in making recommendations as to any reductions in the state primary, secondary and urban system allocations in the Six Year Improvement Program, the Commissioner shall ensure that any reductions presented to the Commonwealth Transportation Board for approval apply, to the extent practicable, equally among the state's transportation districts, allowing no more than a ten percent deviation to reflect critical issues across the Commonwealth."

Explanation
(This amendment directs that any reductions to the Six Year Improvement Program projects be made such that state funding reductions be distributed equally among VDOT's nine construction districts to the extent possible.)
