Page 622, after line 9, insert:
"d. No expenditures from general, special or other nongeneral fund sources may be made out from or expended from any appropriation by the General Assembly for providing or implementing any provision of law implementing the Real ID Act of 2005 as contained in Division B of the Emergency Supplemental Appropriations Act for Defense, the Global War on Terror, and Tsunami Relief, 2005 (Public Law 109-13).  Further, neither the Governor nor the Department of Motor Vehicles nor any other agency of the Commonwealth shall participate in the compliance of any provision of the Real ID Act of 2005 and any other federal law, regulation or policy that would compromise the economic privacy or biometric data of any resident of the Commonwealth, except as required for work related identification for state and local law enforcement officers."

(This amendment prohibits the use any funds for the implementation of the federal Real ID Act of 2005.)
