“Q.  Out of this appropriation, $1,500,000 the second year from nongeneral funds received from the Virginia Alliance of Boys and Girls Clubs shall be provided to match $1,500,000 from the federal Temporary Assistance to Needy Family (TANF) block grant for children’s services.  The Department of Social Services shall enter into an agreement with the Virginia Alliance of Boys and Girls Clubs to provide TANF-eligible children’s services through local club sites.”

Explanation
(This amendment provides $1.5 million in nongeneral funds from private funding from the nonprofit Virginia Alliance of Boys and Girls Clubs for contractual services with community human services organizations to be matched with $1.5 million in TANF block grant funds. This $3.0 million contract will provide the following services: prevention of truancy and drop-outs; targeted after-school services to foster children and homeless children; and measurable improvement in academic achievement of at-risk children. These services will be delivered through outreach to at least 1,500 children currently unserved at more than 100 Boys and Girls Club sites, including sites in public housing, in schools and on military bases. These services are consistent with findings from the Commission on Youth and the Virginia State Crime Commission related to truancy, delinquency and the need for community-based programs. This contract shall reflect the measurable outcomes and performance standards established in similar contracts of more than $1.0 million for TANF-funded programs between Boys and Girls Clubs and other states, including North Carolina, Tennessee, Georgia, Mississippi, Indiana, Oklahoma, Ohio and Wisconsin.)
