Page 355, line 36, after delete "2009" and insert:
"2010 under the following conditions:  (i) all individuals residing in the facility have been assessed and service plans have been completed, (ii) community case managers have been assigned and appropriate community facilities and services have been identified in Health Planning District 5 (Hampton Roads) to serve individuals to be discharged into community placements, and (iii) community facilities have an adequate workforce to meet the needs of individuals to be discharged from the facility."
Page 355, line 50, after "team", insert:
"The planning team shall give priority to developing an infrastructure of community facilities to be located throughout Hampton Roads.  Consideration shall be given to developing community facilities in the most cost effective and efficient manner by assessing state-owned and locality-owned property and buildings for potential reuse and/or conversion, including the property formerly occupied by the Hampton School for the Deaf and Blind, and potential clustering of housing to achieve economies of scale."

Explanation
(This amendment delays the closure of Southeastern Virginia Training Center until the end of fiscal year 2010 on the condition that individuals residing in the facility have been assessed and plans of care have been developed for them, and adequate and appropriate facilities, services and workforce are in place to meet the needs of the residents to be discharged into the community. Language is also added to ensure that priority is given to developing a community infrastructure that is located throughout the Hampton Roads region and that it is developed in a cost effective manner. Finally, deadlines for an initial and final report on the plan and discharge of the facility residents have been modified to reflect a delayed closure date for the facility.)
