(This amendment transfers all funding related to VECTEC from Innovative Technology Authority to Christopher Newport University which houses the VECTEC. In addition, the amendment also restores the proposed reduction. A companion amendment in Item 430 transfers the funds from the Innovative Technology Authority.)
