"2.  No Child Left Behind Initiatives (NCLB)
When Virginia receives a waiver from the United States Department of Education from NCLB or when the General Assembly, the Governor concurring, withdraws from NCLB , the available federal funds previously allocated to fund NCLB in Virginia and with the U.S. Department of Education's approval,  shall be directed  to the following initiatives: a) provide the necessary funding to school divisions that would raise teacher’s salaries to the national average; school divisions will not be required to provide any local matching funds; b) with any remaining fund balances, an amount up to or equal to $50 million will be provided for the expressed purpose of offering Tuition Assistance Grants (TAGs) to Virginia accredited private schools on behalf of those parents who apply for such grants from the Department of Education, the amount of the tuition assistance grants (TAGs) will be determined by the revenues available and the total number of parents applying to for such grant up to a maximum amount of $5,000 annually per child. Eligible children shall be from households with annual income below 250 percent of the federal free and reduced lunch program requirements for school aged children; c) that $8 million will be used as additional funding to reimburse school divisions for meals served to students eligible for free and reduced lunch; d) all remaining fund balances shall be directed to the Literary Fund for the sole purpose of providing school construction loans."
