A. Out of the appropriation for this item, the Director, Department of Planning and Budget shall transfer $300,000 the first year and ~~$1,800,000~~ $3,117,440 the second year to the State Council of Higher Education for Virginia for the Two-Year College Transfer Grant Program.

B. Once such funds are transferred, the State Council of Higher Education for Virginia shall disburse these funds for full-time students consistent with the provisions of Chapter 850 and Chapter 899, 2007 Acts of Assembly.
