Out of this appropriation, the Secretary of Health and Human Resources shall identify opportunities for partnering with private organizations such as, the Virginia Alliance of Boys & Girls Clubs, to provide matching funds on a three-to-one basis to reduce the state's maintenance of effort requirements under the federal Temporary to Needy Families (TANF) program.  The Secretary shall provide recommendations for such partnerships by November 1, 2007."


Explanation
(This amendment provides $10,000 from the general fund in the second year to the Secretary of Health and Human Resources to identify ways in which the Commonwealth can partner with private community organizations such as the Virginia Alliance of Boys & Girls Clubs to provide matching funds on a three-to-one basis to reduce Virginia's maintenance of effort (MOE) requirements under the federal TANF program. To receive TANF block grant funds Virginia currently must meet MOE requirements to spend at least 75 percent of federal fiscal year 1994 expenditures for TANF activities. Virginia's Boys & Girls Clubs spend a minimum of $6.0 million per year on TANF-eligible programs which could be counted as Virginia's TANF MOE. This would "free up" $6.0 million in general fund dollars. The Commonwealth could then contract with the Virginia Alliance of Boys & Girls Clubs to provide TANF services through the clubs that would be matched by private dollars raised by the clubs. The contracted amount could also be applied toward the state's MOE, allowing the Commonwealth to receive $8.0 million in TANF services while spending only $2.0 million.)
