(This amendment provides $500,000 from nongeneral funds each year for the University to participate in the Commonwealth's Virginia Energy Loan Program (VELP), which provides consistent and competitive credit terms for agencies and institutions wishing to enter into a performance contract to reduce energy-related operating costs.)
