"The Secretary of Public Safety, in conjunction with the Director of the Department of Correctional Education, shall report on the status of  the department's career and technical and vocational education programs in the Department of Juvenile Justice and  the Department of Corrections facilities.  The report shall include a description of the programs offered, inmates participating in the programs, factors affecting the implementation of the programs, and whether the programs are linked to the prisoner reentry program.  The Secretary shall report to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees by October 16, 2006."


Explanation
(This amendment phases-in the implementation of expanded evening and career technical education programs at various Department of Corrections' facilities, by reducing the first year amount from $400,000 in the budget as introduced to $200,000 from the general fund. The proposed second year amount of $400,000 is not affected by this amendment. A companion amendment to Item 386 phases in the corresponding security services in the Department of Corrections. This amendment also includes language which requires the Secretary of Public Safety to report on implementation of career and technical and vocational education programs offered in Department of Juvenile Justice and Department of Corrections facilities.)
