"V.  Out of this appropriation, $972,050 the first year and $1,228,050 the second year from the general shall be provided for services for the civil commitment of sexually violent predators as follows:  (i) $506,250 the first year and $506,250 the second year for clinical evaluations and court testimony for sexually violent predators who are being considered for release from state correctional facilities and who will be referred to the Clinical Review Committee for psycho-sexual evaluations prior to the state seeking civil commitment, (ii) $426,200 the first year and $610,200 the second year for conditional release services, including treatment, and (iii) 39,600 the first year and $111,600 the second year for the costs associated with contracting with a Global Positioning System service to closely monitor the movements of individuals who are civilly committed to the sexually violent predator program but conditionally released."


Explanation
(This amendment provides $647,050 the first year and $903,050 the second year from the general fund for services related to the civil commitment of sexually violent predators, pursuant to Chapters 863 and 914 of the Acts of Assembly of 2006. This funding is in addition to $325,000 each year contained in the department's budget for these services. Language is added earmarking the funding for clinical evaluations and court testimony, conditional release services, Global Positioning System monitoring, and staffing and administrative operations. Language earmarking funding for conditional release services reflects new funding of $101,200 in the first year and $285,500 in the second year and $325,000 each year from existing general fund dollars in the Department of Mental Health, Mental Retardation and Substance Abuse Services.)
