Page 280, after line 35, insert:
"V.  By December 1, 2006, the Department, in collaboration with the Virginia Association of Community Services Boards, the Virginia Hospital and Healthcare Association, the Virginia College of Emergency Physicians and other stakeholders, shall develop and implement a clear and consistent medical screening and assessment process for individuals, who are the subject of an emergency custody or temporary detention order pursuant to §37.2-808 or §
37.2-809 of the Code of Virginia, that reflects current consensus and best practice to be used by all Department facilities, private psychiatric hospitals, and emergency departments of hospitals."


Explanation
(This language amendment requires the Department of Mental Health, Mental Retardation, and Substance Abuse Services to work with key partners such as community services boards, hospitals, and emergency room physicians to develop a consensus around the best practice of medical screening and assessment to be used in the Commonwealth for emergency custody and temporary detention orders).
