Explanation
(This amendment provides an additional $2.6 million from the general fund and $2.6 million in matching federal Medicaid funds in the second year to increase reimbursement for personal care services in the Medicaid program by three percent. For purposes of this item, “personal care" means both agency and consumer-directed personal care, respite care and companion care, as well as consumer-directed facilitator services provided under home- and community-based Medicaid waiver programs. The 2004 General Assembly had provided a five percent increase for personal care providers beginning July 1, 2005 and the 2005 General Assembly provided an additional two percent increase effective May 1, 2006. With this additional funding the statewide rate paid for personal care services under Medicaid community-based waiver programs would increase from $14.33/hour to $14.76/hour in Northern Virginia and $12.17/hour to $12.54/hour in the rest of the state.)
