Explanation
(This amendment reduces $2.9 million from the general fund in the first year and $2.3 million from the general fund in the second year from the introduced budget for an initiative to encourage the adoption of electronic health records. Total funding of $750,000 the first year and $800,000 the second year is allocated as follows: (i) $250,000 in the first year for a Master Patient Index, and (ii) $500,000 in the first year and $800,000 in the second year for grants to providers. Funding included in the paragraphs for this initiative in the introduced budget for the VHI Patient Level Database of $50,000 each year is retained, but moved into paragraph N. of this item which earmarks funds for the database. Language and funding for the continuation of an electronic records pilot project between the Department of Health and the Carilion Health System is retained, but moved into a separate paragraph. Funding and language providing administrative costs for the initiative is removed.)
