P.  The Virginia Tourism Authority is authorized to accept on behalf of the Commonwealth the conveyance, by deed in a form satisfactory to the Attorney General, of the Potomac Gateway Welcome Center located at 3540 James Madison Parkway in King George County.  As part of the conveyance, a Memorandum of Agreement between the Authority or its Corporation and the Center's funding entities and owner shall be executed to offset some mutually agreed upon portion of the Center's operation, maintenance and/or security.  To assist in the transition of the Center to ownership by the Commonwealth $80,000 from the general fund the first year shall be provided to cover the Center's operating costs."

Explanation
(This amendment provides $100,000 from nongeneral funds each year to cover the operating costs of the Danville Welcome Center along Route 29. The existing welcome center building is owned by the Commonwealth but sits on property owned by the City of Danville. This language would require the City of Danville to convey the property to the Commonwealth prior to receipt of State funding. There is no State welcome center within 80 miles of Danville. House Bill 5002 as introduced had proposed the one-time use of general funds for this purpose and this language is eliminated. If the property is conveyed to the Commonwealth it will be managed as part of the existing system of State Welcome Centers. Funding will be provided from vending revenues collected at the Welcome Centers which VDOT collects and dedicates to the operation of the Welcome Centers. Budget language also requires the Virginia Tourism Authority to report to the General Assembly on the cost requirements and standards for accepting other publicly-owned visitor centers into the state's network of Welcome Centers. Lastly, the amendment provides $80,000 to the Authority to cover transition costs to accept the Potomac Gateway Welcome Center located in King George County in the state's network.)
