"Included in this appropriation is $71,295 the first year and $160,735 the second year from the general fund, which shall be unallotted until such time as an additional position class or other career development plan for the Division of Capitol Police shall be approved by the Committee on Joint Rules."
Explanation
(This amendment provides $71,295 the first year and $160,735 the second year from the general fund to the Division of Capitol Police to create a Patrol Officer II position class. The funding provided supports 15 Patrol Officer II positions the first year and 31 such positions the second year. Currently, 75 percent of the agency's turnover is composed of officers with fewer than five years of service. As presently constituted, a patrol officer must wait at least 3 years before consideration will be given for promotion to sergeant. This new position class would provide an intermediary step between the entry level position and the first ranked position. No funding will be provided to the agency until such time as the Joint Rules Committee has approved this new position class for the agency.)
