"C.1.  Included within this appropriation is $1,958,000 the first year and $4,146,000 the second year from the general fund to implement expanded monitoring of sex offenders using global positioning system (GPS) monitoring devices as required by House Bill 846 and House Bill 984 of the 2006 Session of the General Assembly.
2.  The department is also authorized, as necessary, to use up to $875,077 the first year and $1,368,052  the second year from the general fund and included in this item for sex offender containment programs to implement the provisions of House Bill 846 and House Bill 984 of the 2006 Session of the General Assembly.
3.  For offenders under post-release supervision who are required to register with the Department of State Police's sex offender registry, the Department of Corrections' probation and parole officers shall physically verify the sex offender registry registration information within the timeframes required by House Bill 984, 2006 Session of the General Assembly.  The department shall coordinate these activities with the Superintendent of State Police to ensure all requirements of the legislation are met.
4.  The Secretary of Public Safety, in conjunction with the Director of the Department of Corrections, shall report on the implementation of the monitoring of offenders as required by House Bill 846 and House Bill 984, 2006 Session of the General Assembly. The report shall address at a minimum the: (1) number of sex offender registry verifications conducted, (2) number of violations by type, (3) status of coordination with other state and local law enforcement organizations' activities to monitor sex offender registry requirements, and (4) a review of department staffing requirements to carry out the provisions of House Bill 846 and House Bill 984, 2006 Session of the General Assembly.  This report shall be provided to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees by November 15, 2006."

Explanation
(This amendment provides an additional $1,958,000 the first year and $4,146,000 the second year from the general fund to enable the department to procure GPS monitoring devices and monitor convicted sex offenders as required by House Bill 846 and House Bill 984, 2006 Session of the General Assembly. In addition, language authorizes the department to utilize up to $875,077 the first year and $1,368,052 the second year in general funds included in the introduced budget for sex offender monitoring/containment programs in order to implement the provisions of House Bill 846 and House Bill 984, 2006 Session of the General Assembly.)
