Page 328, after line 9, insert:
"I.  Out of the amounts appropriated for Financial Assistance for Historic Preservation, $1,000,000 the first year is provided to the Department for the purpose of creating a Civil War Historic Site Preservation Fund from which the Department shall make grants to private non-profit organizations to match federal and other monies for preservation of any endangered Virginia Civil War historic site listed in the report "Report on the Nation's Civil War Battlefields," issued in 1993 by the National Parks Service's congressionally endorsed Civil War Sites Advisory Commission.  Grants from the Civil War Historic Site Preservation Fund shall not exceed 50 percent of the acquisition price of any property.  The sources of federal funds shall include the Civil War Battlefields Preservation Program (P.L. 107-359), the Farm and Ranchland Protection Program (P.L. 107-171), or the Transportation Enhancements Program (P.L. 109-59)."

(This amendment provides $1.0 million the first year from the general fund to provide a source of matching grants that the Department of Historic Resources could use to match federal funds for the preservation of Virginia Civil War historic sites.)
