Explanation
(This amendment modifies language in the introduced budget requiring the Department of Social Services to perform a comprehensive study of the special needs adoption subsidy program. Language is added requiring collaboration with the Virginia League of Social Services Executives and the executive director of the Office of Comprehensive Services. In addition, language is added to ensure that the study examines the relationship between the adoption program and the federal requirements related to improving the Commonwealth's child and family services programs. Language directs the Department to examine the services provided through the program and the availability of ancillary services and alternative funding options to local departments of social services. Language prohibits the adoption of emergency regulations, policy or other administrative actions until the Department has completed its report to the Governor and money committees and has provided an oral presentation to the money committees.)
