"d. The Department of Education shall develop a report specific to the first cohort of school divisions participating in the Hard-to-Staff School pilot program.  The report shall address, but not be limited to, any measurable improvements in student achievement that can be linked to the recruitment and retention of highly qualified teachers; fewer teachers with provisional or conditional licenses; demonstrated improvements in the general teaching environment within the participating schools; any other comparible retention statistics relative to pre- and post- participation in the Hard-to-Staff Schools pilot program.  The Department of Education shall submit, upon completion of the participation cycle of the first cohort of school divisions, but not later than September 1, 2007, the comprehensive report to the Chairmen of the House Appropriations and Senate Finance Committees.  The report will be used as an evaluation tool to determine the pilot program's merits and whether it should be implemented in other school divisions."


Explanation
(This amendment eliminates the general fund support in the Education for a Lifetime initiative for the Hard-to-Staff Schools. The amendment saves $3.7 million the first year and $2.4 million the second year from the general fund. However, the pilot program may continue with the current federal No Child Left Behind Title II, Part A, Teacher and Principal Training and Recruitment funds, as allocated by the Department of Education. The amendment's language requires that the Department of Education develop and submit a comprehensive report that demonstrates the merits of the pilot program and any impact that the pilot has had on the participating school divisions' teacher recruitment and retention along with the nexus to improved student acheivement.)
