Page 528, after line 14, insert:
"6.  That the Code of Virginia is amended by adding in Article 5 of Chapter 18 of Title 3.1 a section numbered 3.1-336.1:01 as follows:
§ 3.1-336.1:01.  Payment of Excise Tax
For purposes of this Article and Article 6 of Chapter 18 of Title 3.1, the payment of the tax on roll-your-own tobacco products for which the Commonwealth collects such excise tax shall be deemed to bear the excise tax stamp of the Commonwealth within the meaning of § 3.1-336.1, upon the payment of such tax.
The Attorney General shall have the same authority to enforce escrow payments for non-participating manufacturers for roll-your-own tobacco products pursuant to this Article and Article 6 of Chapter 18 of Title 3.1 as they do for cigarettes.
7.  That the provisions of the sixth enactment shall have no expiration date."
