Page 68, after line 55, insert:
"C.  Notwithstanding other provisions of this Act or the Code of Virginia, the highest priority allocated to applications for awards made under the Governor's Development Opportunity Fund, the various workforce services programs administered by the Department of Business Assistance, the small business incubator program, financial assistance programs administered by the Virginia Small Business Financing Authority, and designations of enterprise zones shall be to applicants from economically distressed areas of the Commonwealth.  Economic distressed areas are localities that (1) have annual average unemployment rates for the most recent calendar year that are 50 percent higher than the final statewide average unemployment rate for the most recent calendar year or (2) are within planning districts that have annual average unemployment rates for the most recent calendar year that are at least one and one-half percent greater than the final annual statewide average for the most recent calendar year."


Explanation
(This amendment defines economic distressed areas of the state and directs highest priority for funding to these areas from a variety of economic development programs.)
