Out of the appropriation for Environmental Technical and Financial Assistance, $2,100,000 from the general fund shall be deposited to the Combined Sewer Overflow Matching Fund, § 62.1-241.12, Code of Virginia.  From the Combined Sewer Overflow Matching Fund, the City of Richmond shall receive $1,300,000 in the first year, and the City of Lynchburg shall receive $800,000 in the first year to match federal funds received by each city."


Explanation
(This amendment provides matching funds for an equivalent amount of federal funds which will continue various programs to modernize the sewer systems projects as required under federal clean water regulations. The Cities of Richmond and Lynchburg are the final two combined sewer overflow systems remaining in Virginia, and without these modifications raw sewage will continue to enter the James River during heavy rainfalls.)
