"k. It is the intent of the General Assembly that the average classroom teacher salary be improved to match the national average classroom teacher salary. Therefore, the appropriations for Basic Aid  include $457,500,000 the first year and $476,100,000 the second year from the general fund, which funds the state share of the estimated national teacher salary average for elementary and secondary teachers.  These funds are appropriated for salary improvement and shall be used by school divisions for their intended purpose. "


Explanation
(This amendment provides $457.5 million the first year and $476.1 million the second year for teacher salary improvement, with the goal of achieving the national average for teacher salaries. For funding purposes, the estimated national average for teacher salaries for 2003-04 of $47,446 replaces the state funded prevailing salary levels for elementary teachers of $37,354 and secondary teachers of $39,641 for the 2004-06 biennium. According to the Department of Education's annual Teacher Salary Survey Results report, the average salary in Virginia for 2002-03 is $42,778 while the national average is $45,930, a difference of $3,152. )
