"17. School Breakfast Incentive Payments
a. An additional payment of $1,357,777 each year from the general fund shall be disbursed by the Department of Education to local school divisions as incentive payments for the provision of school breakfasts to students in elementary and secondary schools.
b. These incentive payments shall be based on a state contribution of $0.05 per school breakfast served.
c. To receive funding, each school division must provide complete documentation to the Department of Education detailing the number of breakfasts served."


Explanation
(This amendment provides $1.3 million each year as an incentive for school divisions to make school breakfast available, as research indicates it is a critical component of academic success. During the 2000-01 school year, more than 28 million breakfasts were served in Virginia public schools. The state currently does not provide any funding for school breakfasts.)
