Explanation
(This amendment provides $7.7 million in 9(d) debt authority to supplement the apprpriation for the Massey Cancer Center at Virginia Commonwealth University. The University had previously received authorization for $14.0 million in the 2002 General Obligation Bond Issue for this project.)
