"A.  The Marine Resources Commission shall not resume the collection of the fees and royalties for use of state-owned submerged bottomlands assessed by the Commission pursuant to the provisions of Chapter 122 of Title 28.2, Code of Virginia, until such time as the collection of those fees is expressly authorized by the General Assembly."
Page 311, at the beginning of line 28, insert "B."

Explanation
(This amendment prohibits the Virginia Marine Resources Commission from resuming the collection of fees and royalties for the use of state-owned submerged bottomlands until such time as the General Assembly expressly authorizes the collection of those revenues.)
