Page 264, after line 47, insert:
"BBB.  Out of this appropriation, the Department of Medical Assistance Services, in cooperation with the Comprehensive Health Investment Project (CHIP) of Virginia and Healthy Families Virginia, shall use such funds as may be necessary to seek to maximize federal funding to enhance access to preventive health care through the Medicaid program.  In assessing actions to be taken to enhance preventive services, the Department shall consider the use of federal waivers and other actions that could be taken to maximize federal funding.  The Department of Medical Assistance Services shall amend the state plan for Medical Assistance Services as necessary to implement any necessary actions to enhance preventive services and promulgate any necessary emergency regulations to become effective within 280 days or less from the enactment of this act."
