Also included in this item are funds provided to support the revisions in the Standards of Quality approved by the Virginia State Board of Education on June 25, 2003: 1.0 principal position for every elementary school, 1.0 assistant principal position per 400 K-12 students, 5.0 elementary resource art, music and physical education teacher positions, 1.0 speech-language pathologist positions per 60 students, 1.0 technology support positions per 1,000 K-12 students, 1.0 instructional technology positions per 1,000 K-12 students, change secondary teacher  to pupil ratio from 25:1 to 21:1 to provide one planning period per day per teacher, and 1.0 reading specialist per 1,000 K-12 students."


Explanation
(This amendment is needed to fully fund the proposed changes to require public school position ratios in the Standards of Quality. Dollars for the SOQ prevention, intervention, and remediation programs were included in House Bill 30 as introduced. ($20.6 million for fiscal year 2005 and $20.6 million for fiscal year 2006.))
