Explanation
(This amendment would restore the fiscal year 2004 Direct Aid to Education funding formula methodology which will eliminate the adjustments in House Bill 30 of deducting both the local and federal revenues and the technology non-personal expenses in the total cost of education that impact the funding allocations in Basic Aid. These three adjustments would uphold the total cost of the fiscal year 2004-2006 re-benchmarking costs to $1.2 billion dollars. It would also restore the deduction in the incentive-based K-3 Class Size Reduction program and allocate the revenues in House Bill 30 toward the total costs of re-benchmarking for fiscal year 2004-2006 on a prorated percentage basis to localities. The net result will of these actions will have zero sum total financial impact to direct aid to public education.)
