"P.  Out of this appropriation, $2,000,000 the first year and $2,000,000 the second year from the general fund shall be provided to community services boards for substance abuse treatment services to consumers in the criminal justice system.  These funds shall be used for jail-based services, pre-release services, post-release services, and services to probationers and parolees."


Explanation
(This amendment provides substance abuse treatment services for offenders and minimizes the possibility that the state will fall below its federally required maintenance of effort level for substance abuse funding.)
