Page 334, after line 16, insert:
"E.  Out of this appropriation, funding received by the Department of Mental Health, Mental Retardation, and Substance Abuse Services provided from the federal Substance Abuse Prevention and Treatment (SAPT) block grant for tobacco compliance checks or tobacco prevention activities shall be subcontracted to, and fully administered by, the Virginia Tobacco Settlement Foundation in accordance with federal guidelines in SAPT grant."


Explanation
(This amendment requires the Department of Mental Health, Mental Retardation, and Substance Abuse Services to contract with the Virginia Tobacco Settlement Foundation for tobacco compliance and prevention activities. The Department expects to receive $210,000 in FY 2004 for these activities.)
