"N.  The Department of Medical Assistance Services shall amend its Family Access to Medical Insurance Security Plan to provide presumptive eligibility for children in Medicaid as permitted in Title XXI of the Social Security Act.  Entities qualified to presumptively enroll children in Medicaid shall include hospitals, health departments, and federally qualified health centers (FQHC).  The Department shall promulgate emergency regulations to become effective within 280 days or less from the enactment date of this act."

(This amendment allows qualified entities such as hospitals, health departments and FQHCs to pre-screen children for FAMIS eligibility and initiate services temporarily prior to completion of the formal application process.)
