Therefore, the appropriations for Basic Aid include $398,579,620 the second year from the general fund, which funds the state share of the national teacher salary average for elementary and secondary teachers. These funds are appropriated for salary improvement and shall be used by school divisions for their intended purpose."


Explanation
(This amendment provides $398.6 million for teacher salary improvement, with the goal of achieving the national average for teacher salaries. Currently, the state funded prevailing salary is $35,384 for elementary school teachers and $37,337 for secondary school teachers. The Department of Education's preliminary calculation of the actual average classroom teacher salary is $41,751. The national salary average is $44,499.)
