Page 106, strike lines 22 through 26 and insert:
"Notwithstanding Title 3.1, Chapter 21, Article 2, Code of Virginia, the staff, assets and obligations of the Milk Commission shall be consolidated with the Department of Agriculture and Consumer Services effective July 1, 2003.  The Milk Commission shall continue in existence as a commission in the Department of Agriculture and Consumer Services.  Staff support for the Milk Commission shall be provided by the Commissioner and employees of the Department of Agriculture and Consumer Services."

Explanation
(This amendment replaces language in the proposed Budget Bill concerning the Governor's intent to abolish the Milk Commission. The amendment calls for the merger of the Milk Commission and the Department of Agriculture and Consumer Services. The amendment clarifies intent in that the staff, assets and obligations of the Milk Commission are to be consolidated within the Department of Agriculture and Consumer Services. The seven-member Milk Commission continues within the Department and is supported by the staff of the Department.)
