A. If sufficient appropriations are not made available by the Commonwealth, it shall not be necessary for the Virginia Institute of Marine Science to reallocate funds from existing research projects to provide the funding for research mandated in the Code of Virginia or in the Appropriation Act.
B. Out of this appropriation, $350,000 and 4.0 positions the first year and $350,000 and 4.0 positions the second year from the general fund is designated to support an Aquaculture Genetics and Breeding Technology Center at the Virginia Institute of Marine Science. The center shall coordinate its efforts with the repletion program of the Virginia Marine Resources Commission.
C. Out of this appropriation, $24,100 the first year from the general fund is designated for the final annual payment for the lease purchase of computing and related equipment totaling approximately $333,884, to support instructional and research activities.
D. Included in Item 296, paragraph C 3 of this act is $386,454 the first year and $393,673 the second year from the general fund to support the debt service on bonds issued by the Virginia College Building Authority to finance equipment.
E. Out of this appropriation, $100,000 $70,470 the first year and $100,000 $10,000 the second year from the general fund is designated to establish a comprehensive Chesapeake Bay/Middle Atlantic Bight observing system for scientific research into port development, subject to paragraph F of this Item.
F. It is the intent of the Governor and the General Assembly that direct general fund support of special purpose research and public service centers and projects in higher education not be continued indefinitely and that institutions of higher education secure nongeneral fund support of such activities. General fund reductions of $10,000 the first year and $10,000 the second year from research and public service activities shown below reflect the expectation that additional private and other nongeneral funds be solicited to augment nongeneral fund support:
